Executive Summary

The University Core Committee began a planning process in July 2003 and developed a comprehensive Master Plan with specific objectives, and strategic actions to the Nugaal University toward its intended state of being. This Master Plan identifies four priority issues that the Core Committee must address within the next nine months to achieve its goals of inaugurating in September 2004 the first institution of higher education in the Sool, Sanaag, Hawd, and Nugaal regions of Somalia. The Master Plan outlines objectives and strategic actions for the following four areas: (1) establishing of the academic programs that will bring educational experiences into the Sool, Sanaag, Hawd and Nugal communities and beyond; (2) rehabilitating of the existing facilities and physical infrastructure to support the educational mission; (3) creating of the funding mechanisms to meet the University's commitment to quality education; and (4) establishing of the implementation actions in achieving these strategic objectives. The plan will enable the University Core Committee, over the next nine months, to utilize their collective effort and available resources more efficiently and effectively and to guide them towards the opening of this institution.

The Master Plan first describes the education mission of the Nugaal University and its vision -- to provide knowledge for better life. As an academic institution of higher education, the University will pursue its mission of providing the highest quality education for the people residing in Sool, Sanaag, Hawd, and Nugaal regions of Somalia by instilling core competencies and values, fostering lifelong learning, and improving public access to higher education. The Master Plan focuses three interrelated priorities - academic programs, logistics and facilities, and fundraising and public relations. These three priorities are inextricably linked to the University's mission and collectively sustain the future vitality and viability of the institution. The Master Plan emphasizes the responsibilities inherent in the social contract between the Nugaal University and its constituents in the region and it provides the roadmap to guide the University as its future unfolds. This Master Plan in its structure and contents will serve as a vehicle for facilitating responses to the challenges ahead.

In summary, the Nugaal University is committed to providing the highest quality education for our students to become creative teachers, proficient health professionals, and business and information technology leaders. The Master Plan attempts to describe the interdependence of its mission elements and recognize the delicate balance the institution must maintain to achieve its overall purpose. Finally, the Core Committee recognizes the need to communicate clearly and effectively the goals and objectives in the plan to the members of the Sool, Sanaag, Hawd, and Nugaal communities and to the public at large; and in so doing, the Nugaal University will preserve the trust of the people it will serve.

Mission Statement

The Nugaal University is an institution of higher education established for the purpose of providing educational opportunity to the students, professionals, and the public residing in the Sool, Sanaag, Hawd, and Nugaal regions of Somalia and beyond. The university will provide an environment for learning and discovery through education to serve and optimize human life in these regions and beyond. The university will commit to fulfilling its responsibilities:

To educate students to become creative teachers who inspire their students to lifelong learning in the service of their people

To educate students to become proficient health care professionals.

To advance economic development by introducing Information Technology and business development concepts

To optimize the use of all resources, including financial support from the Somali Diaspora, International developmental organizations, and Islamic world.

To provide leadership for the people in the community and neighboring regions to promote education, health, and economic development.

Vision Statement

Our vision is to become a premier institution of higher education and a regional leader that promotes educational opportunity, student learning, economic development, and civic responsibility. Nugaal University will extend its potential to provide better life condition in the Sool, Sanaag, Hawd, and Nugaal regions of Somalia and beyond. The University will provide the opportunity to advance and influence future directions and outcomes of endeavors and enterprises beyond the immediate domain of the university. It will engage the community in the region and nation, playing an important role in the development of economic, cultural, and social needs of the community in the region and advancing the image of self-reliance and good citizenry.
