Implementation Stategies


This Master Plan represents the results of a six-month effort to develop strategic objectives and action plans to establish Nugaal University as the first institution of higher education in the Sool, Sanaag, Hawd, and Nugaal regions of Somalia and beyond. Implementation of the Master Plan, including the establishment of action plans and determination of resource requirements, is crucial to the success of the plan. In addition, the plan proposes to continually evaluate its appropriateness against the changing environment and to assess progress toward achieving its goals. Setting priorities, allocating budgets, and reallocating resources to the extent possible are important first steps in the implementation phase.

The University Core Committee will assume responsibilities for specific implementation tasks. Inherent in their responsibilities is the need for communicating progress to the SSH and Nugaal regional communities in a timely fashion. Focus groups will be established to provide periodic evaluation of the plan and its progress toward stated objectives, especially as conditions change or new information lead to refinement of the plan.

 

Development of Implementation Plan

To communicate the University mission to internal and external constituents and seek their understanding, commitment, and financial support

Strategic Actions:

Distribute the University Master Plan to the Core Committee by December, 2003.

Discuss the Master Plan with the participants of the 2nd. SSHD-Europe Annual Conference in Aarhus, Denmark.

Engage discussion of the Master Plan with the conference attendees through group workshops.

Develop implementation process not later than January 31, 2004

Develop support plans (Academic Master Plan and Campus Master Plan) no later than March 31, 2004.

To determine institutional priorities and allocating the resources needed to implement the action plans.

Strategic Actions:

Convene a focus group to analyze resource availability.

Identify the highest priority objectives no later than February 1, 2004.

Establish budget allocations for high priority action items. The focus group report should be completed in March 2004 to affect the Fiscal Year 2004 budget process.

A complete list of priorities and implementation time frames should be finalized no later than March 30, 2004.

Identify the people responsible for implementation of each priority action items.

Begin an annual budget assessment, which directly relates resource allocation to high and medium priorities.

Complete the Campus Master Plan and Academic master plan to be presented at the SSHD 5th Annual Conference (July, 2004).

Report issues that could affect implementing the University Master Plan immediately through teleconferencing, emails, etc.

To develop an assessment plan and to evaluate progress in implementing the University's Master Plan.

Strategic Actions:

Examine continuously the strategic objectives and action items and recommend changes as appropriate.

Develop a plan to measure progress toward attaining the objectives of the University Master Plan.

Review implementation issues and revise the Master Plan accordingly.

Revisions should be considered six months and submitted for approval to the University Board of Trustees or equivalent.

Revisions to the Master Plan should be initiated no later than the September 1, 2004.
