University Governance

The Board of Trustees is the legal governing body of the Nugaal University system and the final authority to act on behalf of the institution will be vested in their trust. The Board of Trustees will delegate to the University President the authority to administer and implement the policies set forth by the Board of Trustees. The President of the University will be appointed by the Board of Trustees and serves at its pleasure as the chief administrative and education officer of the University system.

The Board of Trustees will establish the University policies at the strategic level and will delegate the University President and his administration to implement these policies. The President is accountable to the Board of Trustees for making certain that the policies and procedures of the University are carried out as the Board may delegate or assign. It is the responsibility of the university President to annually report to the Board of Trustees budget proposals and long term plans and to seek advice and consul on policy matters. He is responsible of providing the Board with professional judgments on all matters affecting the University.

The Board Trustees will be members of the Somalia Communities in Diaspora and local residents of the Sool, Sanaag, Hawd, land Nugaal regions who have vested interest in the University affairs and enjoy a position of influence among these communities. The Board of Trustees will appoint the university President.

Establish clearly defined authority and responsibility for University Governance to support the university mission.

Strategic Actions:

Establish the University Board of Trustee with clear authority for oversight of the University policies.

Establish university policies and procedures and incorporate them into the University Master Plan

Establish a system that assures communication with internal and external stakeholders in order to influence positively the University Administration.

Establish a system to evaluate the University's effectiveness in achieving the education mission.

Create the organizational structure for the University administration.

Strategic Actions:

Appoint University President

Recruit and hire essential personnel and administrative staff.

Provide policy framework for administering the University.

Develop a comprehensive policy and procedure manual for the University's academic programs.

Begin cultivating community base of support for the university mission.
